School-Level Support and Assistance - CSI/TSI/ATSI
What is Comprehensive Support and Improvement (CSI)?
Under the Every Student Succeeds Act (ESSA), states are required to determine school eligibility for school-level Support and Assistance. For California the categories are Comprehensive Support and Improvement (CSI), Targeted Support and Improvement and Additional Targeted Support and Improvement (ATSI). A school is determined to be CSI based on the California School Dashboard in the areas of: (1) Low graduation rate or (2) not less than the lowest-performing fice percent of Title I-funded schools.
What are Comprehensive Support and Improvement (CSI) funds?
School Improvement Funds (Section 1003) are identified by the United States Department's Every Student Succeeds Act (ESSA). Through an application process, the district elects to apply for the funds supporting schools identified to meet the CSI school improvement requirements.
School Improvement Funds (Section 1003) are not a new concept and, in the past, were known more recently as School Improvement Grant (SIG) funds.
The California Department of Education has determined the school site's School Plan for Student Achievement will be the mechanism to articulate the evidence-based resources and support to respond to improving student outcomes. Furthermore, the district is required to provide an overview of their support to identified CSI schools.

Stockton Unified School District (SUSD) as part of the district's Local Control Accountability Plan (LCAP) development responded to prompts describing the district's support of schools identified that met the criteria of Comprehensive Support and Improvement (CSI).

CSI Eligibility and Exit Criteria
Comprehensive Support and Improvement
California will use the California School Dashboard (Dashboard) to determine school eligibility for and exit criteria from CSI. School eligibility and exit are determined for the following categories of schools:
- Low graduation rate
- Not less than the lowest-performing five percent of Title I-funded schools

ATSI/TSI Eligibility and Exit Criteria
Targeted/Additional Targeted Support & Improvement
Schools that are not eligible for comprehensive support and improvement (CSI) and have one or more student group(s) that meet(s) any of the criteria used to determine CSI Low Performing, will be eligible for ATSI.Eligibility is determined on a 3 year cycle. For years that are not CSI or ATSI eligibility years, schools are identified as Targeted Support and Improvement (TSI)
The student groups used for ATSI and TSI determinations are:
- Race/ethnicity (i.e., Black/African American, American Indian/Alaska Native, Asian American, Filipino, Hispanic, Pacific Islander, White, and Two or More Races)
- Homeless Students
- English Learner Students
- Foster Youth Students
- Student with Disabilities
- Socioeconomically Disadvantaged Students
Additionally, the same exit criteria for CSI Low Performing applies for ATSI, but at the student group level.
The CDE first determined school eligibility for ATSI in the 2018–19 school year using the 2017 and 2018 Dashboards. Additionally, school eligibility was determined in the 2019–20 school year using the 2018 and 2019 Dashboards to incorporate results of the English Learner Progress Indicator and to align with the Local Control and Accountability Plan cycle. School eligibility will again be determined in 2022–23 using only one year of Dashboard data from the 2022 Dashboard.
