ESSER III

In response to the COVID-19 pandemic, the federal government authorized one-time COVID-19 federal stimulus funding. Stockton Unified is a recipient of these funds to support district and site level projects that prevent, prepare for, or respond to the COVID-19 pandemic.

ESSER III funds are set to expire September 30, 2024.

ESSER III Plan Revision Process for the 2023-2024 School Year

At the June 27, 2023 board meeting, staff presented an update of ESSER III funds. It has been determined the ESSER III Plan, initially approved in October 2021, requires an adjustment based on one or more of the following reasons:

  • redistribution of funds from projects that did not submit a project summary ("mini plan")
  • redistribution of funds from completed projects or no longer needed
  • proposed incorporation of previously funded ESSER II postions that continue to support funding criteria

Propsed Timeline/Next Steps:

  • Solicit a request for the completion of a project summary ("mini plan") for Facility Improvements meeting ESSER III criteria
  • Engage with the board during a board study session for feedback and direction
  • Continue the active and authentic Educational Partner engagement and feedback in the review of the ESSER III Plan draft
  • Obtain board approval to revise the ESSER III Plan effective July 1, 2023

An informational Elementary and Secondary School Emergency Relief (ESSER III) Funds Plan Presentation was presented to the Board during the October 12, 2021 Board Meeting.

At the subsequent board meeting, October 26, 2021, the district's governing board approved the ESSER III Plan that includes actions and services for expenditures tied to the requirements outlined in the American Rescue Plan (ARP) Act. The plan's actions and services were intended to, at a minimum, address students’ academic, social, emotional, and mental health needs, as well as the opportunity gaps that existed before and were exacerbated by the COVID-19 pandemic.

ESSER III Criteria/Allowable Use of Funds
ESSER III funds are broken into three categories with 80% of funds to support XXX, a minimum of 20% of funds must support learning loss, and the remaining category.

 

80% -

Other Remaining Funds

An LEA may use ESSER funds for the broad range of activities listed in section 18003(d) of the CARES Act, section 313(d) of the CRRSA Act, and section 2001(e) of the ARP Act, based on guidance that what is allowable under one of the ESSER funds is allowable under all of the ESSER funds. Use of any ESSER funds (ESSER I, ESSER II, or ESSER III) must be in accordance with allowable uses in any of these three federal stimulus acts. 20% - Learning Loss

Additionally, Section 2001(e)(1) of the ARP Act requires an LEA to reserve not less than 20 percent of its ESSER III allocation (Resource Code 3214) to address the academic impact of lost instructional time through the implementation of evidence-based interventions.

ESSER III Plan Revision Process for the 2023-2024 School Year

In an effort to better understand the actions and activities intending to be implemented AND to ensure the project is in alignment with the ESSER III funding criteria, the district established a "mini plan" or project summary to provide more detail on the planned expenditure of ESSER III funds supporting SUSD students. The ESSER III project summaries are completed by a district project point of contact.
