STA & SUSD Joint Bargaining Communique

Our teams met Friday, November 13, 2020, to further clarify processes for teacher site-returns and student site-returns. Tentative dates were settled today that include a three-phase return. These are “no earlier than” dates that may be implemented only if specific health-related criteria are met.

  • January 12th: Ready Week (teachers present on sites)
  • January 19th: PreK-6 self-contained return
  • January 25th: 7-12 Start (A/B Hybrid Model), including departmentalized grade 6

The above dates would be implemented only if health and safety conditions are favorable such that it is safe to begin transitioning to blended learning. STA and SUSD are still itemizing which objective health and safety indicators are best to mutually rely on to trigger implementation. If the above dates are reached but the agreed-upon indicators are not yet satisfactory, the three-step sequence may still come into effect, but not until later dates when those indicators have reached the agreed thresholds.

In the meantime, SUSD and STA are now assembling two committees to address two methods of providing support for student cohorts (as outlined in the previous communique).

One committee will explore logistics and policies for intervention cohorts designated specifically for students who need general or targeted support. Intervention cohorts would be voluntarily staffed by teachers on a compensated basis and would occur after the contracted workday, in person, on sites.

Another committee will explore logistics and policies for onsite instruction for instructional- day cohorts. Please note, the instructional- day cohorts will be designated only for specific Special Education contexts being conducted in person on sites. The potential implementation of instructional-day cohorts could vary significantly by program and site, so prospective teacher participants can expect to be notified explicitly for opportunities to provide input and seek clarity.

Our next bargaining meeting is scheduled for Friday, November 20, 2020, as we continue negotiations on safely returning to school sites.
