SUSD Is a Safe Haven for all SUSD students!

Below is Superintendent Dr. Rodriguez's responses to questions from our community:

Are the schools in Stockton Safe Haven Schools? I am asking because of all this talk
about immigration and ICE.


Stockton Unified School District schools are a Safe Haven for all students and families in
the district. Our Board recently passed a resolution 24-41whereas the Stockton Unified
School District is committed to the success of all students irrespective of their
immigration status. Below are a few excerpts from our recent resolution:


WHEREAS, the Stockton Unified School District, with its Board of Education and
greater community, is committed to the success of all students irrespective of their
immigration status, ethnicity, race, religion, sexual orientation, ability, sex and gender
identity, socio-economic status or beliefs;


WHEREAS, students and parents have expressed apprehension, fear, anxiety, and
confusion regarding the ability of the Office of Immigration and Customs Enforcement
and/or other governmental entities to enter property of the District for the purpose of
determining immigration status of students and their families;


WHEREAS, under both State and federal law, all students have the right to attend public
school and enjoy access to equitable educational and programmatic services regardless of
the immigration status of the student or of the student’s family members;


WHEREAS, it is the mission of the District to “provide all students with a world-class
education, high quality instruction, a well-rounded educational experience, and the
support necessary to succeed”;


NOW, THEREFORE, BE IT RESOLVED: That the Board declares its commitment
that every District site be a safe haven, and a welcoming place for all students and their
families and encourages the Superintendent to enhance partnerships with community based
organizations who provide resources for families facing immigration issues;


BE IT FURTHER RESOLVED: All requests for documents or entrance to District
school sites by any immigration enforcement officer shall be immediately forwarded to
the Superintendent for review to ensure the safety and confidentiality of all students, as
well as compliance with applicable State and federal laws.


BE IT FURTHER RESOLVED: The District will not release information regarding
immigration status or related matters contained in pupil records to federal agencies or
other authorities enforcing immigration laws without the permission of the student’s
parent or guardian or pursuant to a judicial warrant, subpoena, court order or as otherwise
required by law.

I am having parents asks me what to say to an immigrant officer. What should I tell
them to say?

As we prepare for our upcoming Immigration Resource Fair in early to mid February in
partnership with El Concilio, we understand the concerns parents may have about
interactions with immigration officers. For immediate guidance, please direct them to
visit the Immigrant Legal Resource Center link on our district's website. There, they can
find 'red cards' available in multiple languages, which offer tips on what to say and do if
stopped by an immigration officer. More detailed information will be shared next week as
we finalize plans for the Resource Fair. Here is an example of the ‘red card’ in English.

You said in the last FAQs that SUSD PD will not assist ICE. How about Stockton
PD?

Stockton Police Department released a press release on January 20, 2025, confirming
their commitment to the undocumented immigrant community. Below you can read their
press release:


This message affirms our strong commitment to the values that make Stockton one of the
most diverse communities in the nation. We are dedicated to serving all members of our
community, including our undocumented immigrant population. Our city thrives because
of the rich cultures, backgrounds, and experiences they contribute.


We take pride in our approach to not enforcing immigration laws. Consistent with our
established policy, we will not assist any federal agency solely in enforcing immigration
laws. We believe doing so would undermine the trust and safety we have worked hard to
build within our community.


Our focus remains committed to individual relationship policing and ensuring everyone's
well-being and security, regardless of immigration status. Through this perspective, we
will continue to foster a bridge of mutual respect, understanding, and cooperation with all
members of our community.


The Chief’s Advisory Board, representing a diverse and treasured array of
communities—including health, mental health, education, business, and grassroots
organizations—has been mobilized as compassionate ambassadors to spearhead outreach
efforts. This group will play a crucial role in facilitating vital conversations, amplifying
the voice of the Stockton Police Department, and ensuring all communities stay
informed.
